A national coordination and alignment mechanism supporting the implementation of Open Access Publishing and digital scholarship across Nigeria’s tertiary education system.

Mandate & Authority

The Council operates on a non-statutory, advisory basis and does not exercise regulatory, funding, or operational authority.

Its role is to align policy, institutional practice, infrastructure, and funding frameworks in support of sustainable, institution-led Open Access Publishing.
